Alexander Rybak did born 13 May 1986 in Minsk, Belarus and move to Norway when he was 4 years old. He is a Norwegian singer-composer, violinist, pianist, writer, and actor. In the 2009 he Represent Norway Eurovision Song Contest in Moscow, Russia. Alexander won the contest with 387 points, it was the highest score that any country has achieved in the history of Eurovision. His song is call "Fairytale" that he wrote and composed. His debut album, Fairytales, charted within the top 20 in 9 European countries, including a Nº1 position in Norway and Russia.

I don't know why they don't show Eurovision on tv in the US. We wouldn't participate in the contest obviously, but I'd like to see the performances and everything.
